Thousands of Medi-Cal recipients made a shocking discovery after opening their mailboxes last week. They were letters from the California Department of Health Care Services, that had recipients' social security numbers printed on the envelopes. The Department is apologizing for the mistake. But as Lynsey Paulo discovered, it seems there is no simple fix to the problem.
