The proposal from the group Save Civic Stadium proposes to bring a professional soccer franchise to play at the stadium. The plan also includes building a new grandstand on the eastside of the field and a restaurant.
Board president Ron Crasilneck said he's confident there is enough support in the community for an MLS team.
"Soccer is really growing as a professional sport in the United States especially among the younger generations," said Crasilneck. "So we are very confident that Eugene would embrace this new team."
Save Civic plans to pay for the project with donations, grants and loans.
