Nearly 200 Lane County workers could lose jobs

By Elissa Harrington

EUGENE, Ore. - It's being called the worst wave of layoffs proposed in Lane County in last two decades.

Just how the picture of how it will look is coming into focus.

Lane County Budget Director, Dave Garnick said at least 195 county workers will likely lose their jobs, some as early as May.

Here's the breakdown of the scheduled layoffs:

Sheriff's Office 126.6 Employees 34.5% of department
Health & Human Services 43.5 Employees 13.5% of department
Youth Services 9.5 Employees 13.5% of department
District Attorney's Office 7 Employees 9.9% of department

So just how did the county get itself into this dire situation in the first place?

The county is blaming congress, but workers aren't giving up hope.

Tom Howard is the supervisor of operations at Lane County Animal Services. In three weeks, he and the rest of the LCAS staff could be out of a job.

"People have built lives here," he said. "They have families. They have mortgages."

They're among at least 195 Lane County workers who received pink slips or were told they could be forced into lower paying jobs. This is part of a proposed budget cut to make up for millions of dollars in lost federal revenues. Timber funding and money from Secure Rural Schools have both been stalled this year by Congress.

"When you lose your job it is unfair," said County Administrator Jeff Spartz. "You can get rid of secretaries and you can get rid of other people but that means you make more mistakes. You don't treat citizens equitably and you are subject to more lawsuits for not giving proper and equitable treatment."

But is there light at the end of the tunnel? And just how deep in is Lane County? The budget is still under review. And even if layoffs happen, could people eventually return to their jobs?

"Yes," Spatz said. "If SRS funding comes through, even if it's too late for the budget, I presume the board would decide to restore some services."
