EUGENE, Ore. (AP) - The largest union in Lane County says no agreement on a new contract is possible after months of talks with management, setting the stage for a strike as early as mid-February.

The American Federation of State, County and Municipal Employees, which represents 600 workers in county government, has submitted its final offer to the state, and the county will do the same.

Talks have stalled over pay and benefits, with the union seeking to retain current health benefits and raises of 3 percent annually
for three years, Steiner said Thursday.

A state mediator will try to bring the sides together for an agreement.
