EUGENE, Ore. - Lane County authorities are trying to keep an eye on the offenders they can't keep in jail. A slashed statewide budget has forced deputies to release inmates early, so electronic monitoring devices have become an important tool to keep track of these offenders.

But how well do these GPS systems work, and could they ever replace a jail bed?
