Arrests made in carjack kidnappings and robberies

EUGENE, Ore. -- Police arrested two men on suspicion of forcing women to drive them to ATMs and withdraw money three times in the last week.

The men were scheduled to be arraigned Wednesday at 1:30 p.m.

Dustin Ray Thorn, 24, and Shane Edward Staggs, 23, of Eugene, Ore., face three counts each of first degree kidnapping and second degree robbery.

Based on tips and the investigation, police detectives went to a West Eugene home at 7:30 p.m. Tuesday and arrested Thorn without incident.

Staggs barricaded himself inside the house for 90 minutes before surrendering to police.

The crime spree started last Wednesday when two men convinced a University of Oregon student to give them a ride, then told her they had a gun and forced her to drive them to an ATM and give them her PIN number.

Two similar crimes happened last weekend, and on Monday police said they suspected all three cases were related.
