'Everybody we're releasing is dangerous to society'
EUGENE, Ore. (AP) — A scenario that police in western Oregon feared came true in the thick of holiday season after two dozen inmates were freed from a county jail that could no longer afford to hold them.
Less than an hour after one low-level offender walked out, authorities say, he was demanding that a bank teller hand over money.
In a time of budget cuts, cases where inmates get out of jail with little punishment only to commit more serious crimes shortly after their release have become all too common, authorities say.
Many in law enforcement predicted this would happen, and it could get worse if the nation goes over the so-called fiscal cliff.
The recession and a steady reduction in federal subsidies to timber counties have led Oregon sheriffs and district attorneys to juggle deep cuts. There are fewer jail beds, sheriff's patrols, prosecutors, parole officers and specialized investigators.
Prosecutors have to toss out more than a quarter of the cases that cross their desks, just because there aren't enough people to handle them.
"It makes me crazy," said Patricia Perlow, chief deputy district attorney for Lane County.
When Christopher Franklin Weaver was released the week after Thanksgiving it represented the sort of decision that has become routine for law enforcement officials. There wasn't enough room for all the offenders, and since he was in custody on a nonviolent parole violation, he was deemed safe enough to turn loose.
"Everybody we're releasing is dangerous to society," said Lane County Sheriff Tom Turner. "But we're having to choose which ones to keep and which ones to let out."
As common as such lesser-of-two-evils calls have become, authorities could find themselves making them more often depending on what happens in the nation's capital. If the ongoing budget negotiations between Republican House Speaker John Boehner and President Barack Obama end without an agreement and automatic spending reductions kick in, it would trigger an 8 percent cut in nearly $2 billion in federal grants that go to state and local law enforcement.
That would come on top of $1.5 billion cuts to federal law enforcement grants since fiscal 2010, said Elizabeth Pyke, director of government affairs for the National Criminal Justice Association.
"It would not be unreasonable to envision a day in the not too distant future when federal support for state and local law enforcement will be virtually eliminated," she said.
As the details get worked out, the grants could take even deeper cuts, as appropriators shift funding to higher priority agencies such as the FBI. Over the next nine years of the Budget Control Act of 2011, the slashes would become deeper and deeper.
"Every time we have a budget cut, we have to get creative," said Lane County sheriff's Sgt. Rob White. "But we're getting pretty good at it."
In Oregon timber country, where voters have consistently refused to raise taxes to make up for sharp revenue drops, jail commanders already are making the best use they can of a protocol affectionately known as "the RAT."
Their risk assessment tool ranks inmates based on nearly 80 questions about their criminal history and other factors to predict how likely they are to reoffend.
Weaver's ranking put him in the middle of the 30 released that day. After holding up the bank, he walked out with nearly $500 stuffed in his back pocket, authorities say.
Police spotted him on the street within minutes, and after a foot chase, Weaver was back in jail, where he is not likely to be let out any time soon — there is plenty of room, according to officials, for someone facing a federal bank robbery charge.
Weaver remains in custody and was not available for comment. He has not been indicted on the most recent arrest and has not been asked to enter a plea. His next court date has not been scheduled.
Repeated attempts to reach his lawyer, Craig E. Weinerman, for comment were not successful.
Former Coburg police officer Michael Anson regularly brought criminal suspects to the Lane County Jail.
"I'd bring somebody in the back door, and watch 'em walk out the front," he said.
Now he owns a metal fabrication business, which has been hit by two burglaries, neither of which he bothered to report because he figured nothing would happen. When crime hits, he said, "you deal and adjust."
For Perlow, the county's chief assistant prosecutor, further cuts would be untenable.
"Unless somebody buys a winning Powerball ticket and donates it to the county," she said. "We are going to need a secure continuous funding source."

The media is doing a real disservice to the citizens of Lane County. Â You guys need to ask why they're in such dire straits up there. Â Ask them why they have so many "chiefs" working up there while other jails don't? Â Then find out how much money those "chiefs" make.

For example, here in Douglas County, we have one Jail Commander and four Sergeants (foreman if you will). Â That's five administrative positions for the whole jail. Â You're going to be surprised when you find out the number up there is a lot more. Â In fact, there are three positions between Jail Commander and Sergeant. Â That's three positions too many and those guys pull in roughly $80,000/yr plus benefits. Â There's no need for more than four Sergeants because there are only four shifts. Â Sergeants earn in the ballpark of $75K a year plus benefits and I'd guess Lane County Corrections has at least eight. Â

The powers that be (an illegitimate, criminal gov't on every level) are set on staging a revolution in this country, as a pretext to take full dictatorial powers and to finally bury any last Constitutional protections people think they have. You can see it all over. Exploiting the taxpayers and spending far beyond what is coming in. Police have money to buy freaking armored SWAT tanks and domestic drones for spying, but somehow they can't afford to run a jail. They can afford brand new vehicles and a $16 Million police station but cannot afford to respond to a crime. The police are now cavity searching innocent women on the roadside for saying they suspect drugs, then it turns out there are no drugs. They are brutally beating homeless schizophrenics to death absent any crime. No sir, not another penny from me. Badges do not grant extra rights, and taxation is theft!

 @NotGoingAway I'm sorry you're having such a difficult time getting police assistance. Unfortunately, it seems like that is increasingly becoming the case. As for the guns, I'm curious what registration you're referring to? Because Oregon doesn't actually have firearm registration. The only record at all is at the point of sale, and those aren't really tracked and used to identify ownership, except as corroborating evidence. Point of sale paperwork merely identifies the purchaser, not necessarily the current owner. So for instance, you're free to sell or give away a firearm you've purchased. There's no one to even report it to that you've sold it. Since this is a theft, it does need to be reported but since that's done, the estate is in the clear. It doesn't matter that you don't have the serial numbers. If you want to confirm what I've said you can contact Oregon Firearm Federation. (Just google them.) They're great about responding to emails with questions and they're experts on Oregon firearm laws. :) I hope this helps! And good luck getting everything sorted out.
Letting known and dangerous criminals into the community has no possible excuse.  The primary purpose of government at any level is to protect the citizens.  Instead, governments at all levels are taking tax dollars and spending them foolishly - often to grant "benefits" (which become entitlements) for illegal aliens and persons who are not truly in need.  Our prisons and jails are luxurious compared to what many low income people experience.  Federal and state judges are quick to spend our money because they want better conditions and more gifts and grants to law breakers . . . how about sex change operations for Willies who want to be Millies (and get a softer jail life as a bonus).  We need to change to politicians, then the judges - I suggest electing non-lawyers for judge positions would be a good start.  Â

Gun ownership now is mandatory for a citizen who wants to protect his family.  It used to be said "When seconds count, police are minutes away."  Now it's "Unless the perp is laying dead at your feet, we won't come to the crime scene, but we will mail you a report form for insurance purposes" and when seconds count, police are only days away.  Priorities, priorities, priorities . . . safety first, then education.

I see everybody is as fed up as I am with this nonsense. The road sign is a good example, the Police's new country club is another. The list could go on and on. I am not going to vote for any tax increases until I see that they are trying, and i don't see that happening any time soon. Releasing prisoners and making sure TV cameras are there to catch it is extortion.
Nice and the NRA wants armed police in our schools...so we close the jails down and guard the school kids from those that should be in jail...this is so messed up in so many ways.
Lane county needs a independent audit - they are doing this to get more funds - MAYBE just MAYBE spending $250,000.00 on a road sign simply to honor a family friend was not a good choice considering the Road already had a name...stupid spending like that is what brought us to releasing those that should not be on the streets...$250,000.00 would go a long way in keeping the dangerous ones off the streets.

I wish they would look into how Sheriff Joe Arpio in Arizona runs things. He saves his County a lot of money! And they get only 2 channels on tv, no weights to buff up so they can go out and hurt others when they are released. No coffee he says, that is a luxury and he is not making the tax payers pay for that! Maricopa County has re-elected him more than 40 times!!! No worries, they are housed in tents, which is much cheaper! And they wear pink shirts that say "clean and sober and pink boxers, no air conditioning, and he uses the "chain gang" system! You go Joe!!!

Staged assassination plot
In 1999, undercover MCSO deputies arrested James Saville, then 18 years old, and charged him with plotting to kill Arpaio with a pipe bomb. A local television station had been tipped off to the arrest by the MCSO, and broadcast footage of the arrest that evening. The MCSO held a news conference shortly after the arrest, and Arpaio appeared in interviews on local television stations, saying "If they think they are going to scare me away with bombs and everything else, it's not going to bother me."[109]
After spending four years in jail awaiting trial, Saville was acquitted by a Maricopa County Superior Court jury, which found that Arpaio's detectives had helped buy the bomb parts themselves and had entrapped Saville as part of a publicity stunt.

Lane County tax payers need an independent audit of county finances to be able to know the truth about whether the authorities are really being forced to release so called "low-level offender(s)" due to lack of funding. Being asked to take any county official's word that more tax money is needed is like being asked to take the word of the fox that the chicken coop needs more chickens. Taxpayers also need to have more input into how tax revenue is spent, such as voting for programs on a menu-style ballot. It's just too easy for county officials to spend other people's money.
If they were only as quick to empty administrative offices as quickly as they are to empty jail beds, or for that matter, our pockets. Not one more penny in taxes.
Again...A reminder to you all.. the powers that be, have mishandled and misspent that money.. what makes you think it won't continue to happen?There would of been enough finances to keep the jail open if that money had not been redirected elsewhere!
Lets scare the heck out of everyone so we can get our sheriff TAX passed. Truth is most of these people would have gotten out within 5 days anyway. Most have NOT been convicted of ANYTHING yet. But lets push the FUD button hard in the hope of getting even deeper into the pokctes of Lane County Residence.
