A protester stands across the street from City Hall Monday, July 16, 2012, in Portland, Ore. Protesters outside of Portland City Hall moved across the street Sunday to wait for the sidewalks surrounding the buildings to be power-washed Monday morning. The group brought all of their personal belongings, leaving an empty sidewalk around City Hall for the first time in months. The protesters want city officials to make changes to homelessness policy.
