Girl, 13, missing and considered 'endangered'

PORTLAND, Ore. - The Portland Police Bureau Youth Services Division is asking for the public's help to find a missing teen they said may be endangered.
Raemi Pearl Carter, 13, of North Portland, ran away from home December 12. Police think she has been in contact with friends but has not come home.
Police said based on their investigation, Carter is "an endangered runaway."
Carter is an Asian female, 4 feet tall, 100 pounds, with brown eyes and black hair.
Anyone seeing Carter is asked to call 9-1-1. Anyone with non-emergency information about her is asked to contact Officer Julia Rico at 503-823-5784 or Julia.Rico@PortlandOregon.gov.
How 'bout an RFID chip in every bullet sold? Malayasians could crank them out for a penny!  Homeland Security has already jobbed out our RFID chip production in our US passports. Probably as a neutral protocol base 'cause nobody trusts our US congress any more. Maybe this 13-year-old ran back to her homeland from a broken international marraige. That may be why we see no amber alert. Malaysia has no signatores to the HAGUE CONVENTION regarding parental/relative abductions of child from the US back to their HOMELAND. While US citizen parents are not allowed to take their kids back to OUR homeland (w/o consent) because We ARE signatores.
Last year Japan finally signed it after US parents demanded their 1/2 US/J kids out of Radiations' harm. A Japanese parent now needs consent from the US parent to take the kid back to Japan. AND, the US parent can no longer be arrested for kidnapping/retrieving their 1/2 J/US dual citizenship child back to America ANYMORE. Took a triple nuke meltdown/out for that to happen.

Certainly not w/o controversy, it may not only locate the trafficked child but also catch some of the scum doing it.

Open letter to the young lady: If something at home is so bad that you have to leave like this, go to the cops and tell them your home is not safe or an appropriate place for you to be. If you are doing this to get back at your parent(s) over some minor thing, the least you could do is call them and try to work it out. At best this will be a learning experience; at worst, you could end up dumped in the woods by some freak.

My question is, why would a 13 yr old look like an old woman? Perhaps home life supports this type of look! You can't expect this girl to think and behave like an innocent child when parents allow her to have such a grown up appeareance. It attracts nothing but trouble such as predators!!
@Barbieboy It is called peer pressure, advertising, clothing design. Parents both working to make ends meet, lack of supervision. A lack in teaching quality, and a lack in truth and honor. All indications of a failing society. Let's pray that this little girl is OK. Without knowing more about her family history or their circumstances it is hard to get at a specific cause, but there are generalities that tend to be the norm in these kinds of cases.
 @souptonuts  @Barbieboy Regardless of the reasons, her parent's (or whomever her guardians are) should not allow a girl this young to be dressing like a college student about to go partying all night at a club. She is 13 years old! Not that long ago, dolls and toys (and maybe sports or some other hobby) should have been her biggest interests. Right now, she should be learning how to respect herself... inside and out! Her looks show others a different story... one that isn't very complimentary :(
@XoztedMama @souptonuts @Barbieboy ---in my Gulliver's travels throughout Asia, it was always difficult to tell a 13-year-old girl/boy from a 30-year-old with all the make-up on their face at the night clubs. So, I always returned from the bar w/o any of such. Would rather just play some basketball the next morning with a bad hangover and no regrets.
Can they put an AMBER ALERT on a 13-year-old going on 30?
