Suspect in stabbing out of jail in 2 days due to lack of space

EUGENE, Ore. - A man arrested Saturday on charges that carry a 7 1/2 year mandatory minimum prison sentence was released Monday from the Lane County Jail without having to post bail due to a lack of jail beds.
Police arrested Dustin Wayne Renfroe, 28, on Saturday on first-degree assault charges in connection with a stabbing in downtown Eugene that put the victim in the hospital.
Assault in the first degree is a Measure 11 crime, so-called for the Oregon ballot measure that imposed mandatory minimum sentences on violent crimes against people. First-degree assault carries a minimum sentence of over 7 years.
Renfroe was released from jail Monday as part of a "capacity based release." Jailers use a matrix to determine which offenders they have room to keep at the jail.
Renfroe will be expected to show up for his court hearings of his own accord. If he does not, the court can issue a warrant for his arrest.
Really?? I'd LOVE to know how many homeless people are sitting in jail, right this minute, for open container charges....or for trespassing charges. (Otherwise known as SITTING DOWN.) I simply have a VERY difficult time believing that there's "no room" for an attempted murderer, when I know damn well that if Lane County Jail could get their priorities straight, there would be PLENTY of room for someone like Mr. Renfroe.
Remember the Magana Case? You know where the two cops were harassing, abusing, and raping prostitutes? Kerns should have never been made Chief after that debacle- but he did. This police force is butt hurt that the tasing incident at Good Times made national news- saying a cop got tased! I will never vote for this police force to have MORE money.Â
I hear the city of Eugene is thinking of hiring Wyatt Earp to be the next Sheriff. And Eugene wants to consider spending $200,000 for the homeless? Eugene's new motto- "Welcome to Eugene- City of Potheads, Potholes, and Politicians."
Wish to thank my fellow commentators on these KVAL forums. I had thought people were just being cynical about their predictions of so and so for such and such crime getting released from jail in 72/48/24/12 hours or less. Alerted me to the clear and present dangers of the reality. If the guy sitting next to me at a bar can stab me and be released so soon in this town, I hereby quit going to the sleaziests/rowdiest bars (which I like the most).
I used to hangout at the sleeziest/rowdiest one in Roseburg (Wild Rose), 'til I went on the Douglas County Sheriff's Inmate mugshot site and noticed so many familiar faces. Lane County should have such a website, to give us all fair warning no matter where we hangout or live. Â

how much does it cost to run that library downtown with its staff??? Â So the library has staff, but the jail doesn't? Â That makes lots of sense. Â Close the library, divert the funds to the jail. Â Done. Â What else can we get rid of to find more money???

The city of Eugene has a big leak in their boat. The boat is sinking. There are approximately 160,000 passengers on the boat. Instead of throwing every resource at fixing that leak and saving all of those passengers, they argue between themselves about who`s juristiction the leak is in. Is it city? county? Feds?  The short answer in an emergengy is to take resources from anything available and FIX THE FRIGGIN LEAK. everything is less important than this. What is their solution for the fix? Our leaders have gotten together (or not) and have decided to throw the passengers off the boat.  The shore is only twenty miles away. Fend for yourselves people!! If this is the best that our leaders can do, I think maybe it`s time to drag every one of them out of their comfy chairs inside their comfy offices and let them work in an alley in the tweekerville area of town for some motivational therapy.Â

After reading all these post here, I am convinced Chemla is one of the counsel members. Either that or he would like to sleep with them. If he wants to pay all those taxes, he is welcome to do so but don't expect us to pay for his pork barrel politics. These progressives are living in another world and expect us to follow them. I know he will try to educate me again but that will be falling on deaf ears. I'll just vote accordingly.

I dont think that "lack of space" is the issue. Heck, we got tons of space in our County Jail. I think a lack of staffing and lack of funding is the real issue.
@Harold ---the county jail in Roseburg has/had tiny cells with 3 triple bunk beds (9 sardines in a can) all huddled close to the crapper that stinks really bad all the time. One way to deter crime is overcrowding---intentional or not. Don't ask me how I know.
Really sick and tired of our government blackmailing us into giving them more money when they canât even spend what we do give them responsibly! Fire them all. Find ones willing to follow the Constitution  and actually do what they were hired to do within  their means and keep dangerous criminals locked up.Â
Some government officials want to force us to give up our only means of protecting ourselves  under these circumstances?  When they certainly wonât do it âbecause we have no money, sob sob."
 @angelgabe I live in Lane county but inside the city limits of a town. I just looked at my property tax statement and it appears only $169 of the $2100 I paid in property tax went toward Lane county government as a whole. I'm pretty sure another $40 to $60 a year to fund the jail, patrol, and the district attorneys office is not going to hugely affect me, or any other home owner in the county. I agree that something needs to be done about where our tax money is going but that starts with the commissioners, not the Sheriff. They are the ones that decide how much and where the money goes. If I had it my way they would stop funding anything that helps the lazy. Regardless of what that idiot in the White House thinks, health care is not a right, it is a privilege. Work ethic in this country has gone down the drain.

This is pitiful. Â We've got to get better funding for our law enforcement. Â Couldn't they do an in-home arrest, at least, with a tracking anklet?

If you can't keep him in jail now, why put a warrant out for his arrest later? This is a messed up system. Eugene is the place to be for criminals. They all know they can do whatever they want and will be out of jail in a few days. Very scary!!
We spend enough money on jailing Americans. I'm sure they can find a non-violent offender to let out. In any case we should be investing in education, rehabilitation, and public services so people don't become so destitute and desperate.

@ST4 @iloveeugene ---cheap shot! that 8 in 10 stat has to do with the 80-20 rule where 20% of gun owners own 80% of firearms (eg, hunters gun collection of 20 guns/rifles in the cabinet). Same rule with beer drinkers. Just because I drink a 6 pack every night doesn't mean my neighbors drank any beer at all 'cept a few on the weekend. Luckily, beer intake is monitored and registered more than gun ownership, if you are a gun nut instead of a beer nut.

We now have semi-automatic weapons that can fire 45 to 60 rounds per minute â and faster if you use something called âbumpâ firing. I found many websites offering something that makes a semiautomatic weapon almost automatic.

Meanwhile, the City of Eugene wants to charge residents an extra ten bucks a month for waste water treatment. The money will go to parks upkeep--the very parks they want to allow the "homeless" to sleep in without penalty. I'd gladly pay $10 monthly earmarked for the Lane County jail--but not to cut grass around drunks passed out in Alton Baker Park!

 @censoredirawoody You obviously are completely confused with how things work. Eugene PD has nothing to do with the jail other then lodging people there. Lane County Sheriff's Office runs and funds the jail. Also, regarding your comments about the SUV's. I have only seen deputies driving the old Crown Vics, which by the way, are not made for law enforcement anymore. I correct myself, I have seen forest deputies driving pickups and SUV's. I guess it makes sense not to want to get stuck repeatedly in the woods in a Crown Vic. All law enforcement agencies are having to change the type of vehicle they drive. There have been independent studies showing the Tahoe is the most cost effective vehicle designed for law enforcement. I know the tree huggers of the area would prefer that law enforcement drive a Prius around but it is not practical in anyway. Many agencies lease their vehicles and don't buy them to save money. As we all know, there is less money in maintenance when a vehicles is new versus when it is older. I don't know what LCSO does so I can't comment on that.

 @Chemla  @slumlord420 Rarely is a person charged with just one crime/offense. Eugene having a jail would give prosecutors the option of charging an individual with a lesser crime that will keep a person locked up longer. It's like the difference between "resisting arrest" and "assaulting an officer". Which one do you think more offenders are charged with in Springfield? The one that gets them sent to LCSO and released or the one that keeps there butt locked up in the city jail. Every lower level offender that can be kept at a city jail opens up one more bed for more severe criminals like this one.
 @slumlord420 Eugene PD lodged the guy and LCSO released him. EPD is still going to do their job even if the jail doesn't keep the offenders in custody. Eugene having their own jail would not have done a thing is this case as this guy was charged with a felony which is prosecuted on a county level. Meaning the inmate would be held in the counties facility. The city prosecutes misdemeanors and therefore would only be able to lodge misdemeanor offenders if they built their own jail.
Obviously the sheriff needs to be fired. You cannot have a police force without a jail-it is just absurd.Â
 @LifeisGOOD007 His only other option is to eliminate patrol all together. Would you feel better if there were no deputies on the street and more beds open in the jail. If I was him that is what I would do. The ORS only requires the Sheriffs office provide a jail, civil department and Search and Rescue. That is what I would cut it down to and if the citizens weren't happy they could actually start paying a decent tax rate towards public safety and law enforcement. The hippies stopped the logging and now we are all paying the consequences with the lack of timber taxes being paid from the federal government to the county.
 @Chemla There was never any timber taxes from the feds. There was welfare from the feds to make up for the loss of revenue. The fed's don't pay taxes to anybody. And I don't know what you consider a decent tax rate for public safety. But it already costs more then it is worth in taxes to live here.

 @givupongod I stand corrected on the timber money. As for the taxes do you really think $170 is enough of a contribution for a full year to pay for road repairs, park upkeep, patrol deputies, the jail, the prosecutors office, SERBU, and every other service the county provides? Yes, we pay a lot in taxes but according to my tax bill the largest chunk goes to the municipality I live in with the next largest chunk going to the school district and LCC. Heck, a total of $660 went just toward education. Not that it shouldn't but I wanted to provide a comparison.
