Was on my Sunday Drive and came by Barger on Greenhill road, going south. To the west is a field with many horses in it, with horse blankets on them. This horse's blanket is in tatters and hanging off the horse around its front feet making for a dangerous situation to the horse.

that doesn't constitute neglect. You have no ideal who long it had been hanging off the horse. Is someone suppose to baby sit the horse EVERY second of the day. NEGLECT is totally different than the horse blanket getting kicked off or sliding off.

It does constitute neglect!. People who own horses need to check on them. Its pretty obvious that this hanging blanket has been like that for quite some time. There is no excuse for not checking on one's horses and yes... I have owned horses!
