Whiteaker Homless Camp part 2

So you saw the pictures of campers, vans, and station wagon homes, now see the street sleepers. I wanted to have pictures of these guys with my earlier story, but they moved on before I could capture the moment. However, I didnt have to wait long, they never leave, and are always passed out somewhere in my neighborhood. Scober park, Washington park, the Rose Garden, and Skinners butte is littered with them, homeless/drug addicts/drunks sleeping off their buzz. Everyday, not just Mondays, or weekdays, but every day they are here and there. Asking for cigarettes, money, or just yelling at us residents.
The man I refered to as a regular, he has a cycle. He shows up in the Whiteaker looking somewhat cleaned amd shaved, but within days he gets dirty, hostile, and problematic. After weeks of complaints, and some incedents (disorderly conduct, harrassment, or assault,) he dissapears, only to return after a few weeks, and starts the whole scene over again. I assume he has mental illness and either cannot access services, or refuses them. He is a particular problem to me, as I have been grabbed, yelled at, and routinely harrassed by this man. The neighbors call him Dr. Crazy, I know his name is Charles. He is not crazy, sick and troubled yes, but not crazy. He and all the others have no motivation to change their routine, find another neighborhood to destroy, or interests in finding support to lift them from this dreary existence. Its not just a city problem, a social services issue, or my problem, its YOUR problem.
I think that with or without the Monroe Street Police Station, these guys would be ignored, as they are everyday anyway, and that their safety and the publics safety isnt a real concern or else this situation would not be so obvious, continuous, or dangerous. My pictures are by main streets, West 7th and West 6th, and the station was in view of what I saw, but the Police dont check to see if they are asleep or dead, they dont stop and reach out, they dont come when I call. I dont know what is to be done, charity and good will starts at home, but some of these folks dont want food or money, they want your attention, and not in a good way, and waiting for the right moment to be a neighborhood criminal. These are only 2 of 11 people I found unconscience on this day, but these two were the only ones that werent indecent half naked, or half awake and staring at me. As summer starts this problem will persist to get more ridulous, and as a 4 year resident, I know that nothing but the colder weather of fall will temporarily reduce the problem. While I wait, I will always go walking with another, even if only going two blocks, I will always look in the dark places around me and see someone sleepi ng or waiting to hit me up for change, and no matter how many times I say leave me alone, or I dont have anything to give, they will ask again, amd always be around somewhere near to bother everone else as well.
As a follow up, the police spoke to the Camper/van group, they moved. One block south and the opposite side of the street. Still canvasing the neighborhood for bottles, still using that money to drink, drinking until they fight, and fighting and partying at all hours disturbing the peace. Thanks for Nothing EPD, thanks for nothing.

the police won't do a thing, call White Bird. Or St Vinnies about vehichles they help not just move them along to be a problem somewhere else.
