Booster Seat Law enforcement confussion

Hi

I saw the story on Sept 1st regarding stepped up enforcement of child safety seats and this is great; however, We were pulled over by Springfield Police Officer Brian Gay Sept 2nd and we were cited for having a child seat safety violation when our booster seat meets national standards. The Officer said the seat had to have a harness type restraint in which there are no booster seats sold as "booster seats" having a harness. According to Oregon law it makes no specific mention to a harness. It is my belief that the Officers need to be made aware of the difference.

My booster seat is the same as your,and I was pulled over in Eugene for California stopping at a stop sign when I thought nobody was around. Sounds like this guy was confused, maybe he doesn't have kids?
