Hay Truck Caught Fire on I-5 Jefferson

This is the hay truck the Reporter Meghan Kalkstein was reporting about in the Top story tonight. I took a picture of it when we passed by on the way down to Junction city from Salem. We were at a standstill just north of the rest area north of Albany for about an hour and a half. Fires were still burning from the Dever-Conner exit down to Wah-Chang about 5:00pm Tonight.

Why did it take so long for the truck driver to pull over after he got on I-5 from Hwy 34??
