The Coast Guard practices out in the bay on a regular basis with the fishing boat. They usually practice in the afternoon and then they are back after dark to do it all over again. This shot was taken from the beach off Cape Arago Hwy. The Coast Guard is based in Charleston Harbor. If you look closely at the helicopter, you can see the cranes at the site of the New Carissa removal on the other side of the dunes..
