My dog is better behaved than most KIDS. Why aren't they required to be on a leash when out in public.

More like: why are kids that need a leash allowed out in public in the first place? Every time I see a kid with one of those backpack leashes I want to strangle the parent for failing to be a parent and failing to be able to control their children
