Many commercial businesses receive tax incentives and subsidies, as well. The word you are looking for to describe Habitat for Humanity, Aaron, is "nonprofit".

I'm looking at it on the local level, who approved all of this expansion is such a short period of time?New buildings, City management? Not familiar with Eugene but in the midwestern states, Montana, growth continues, there are new businesses-
