Looks like a "Stripe-Headed Sparrow"( Aimophila ruficauda) not commonly seen here. Usually seen in lower Pacific slope of Mexico south to northwestern Costa Rica.

A female Rose-breasted Grosbeak, unless he took the picture in Oregon in which case it would be a female Black-headed Grosbeak The males of these species look very different, the females are much more similar looking.
